    The Ways of Increasing the Economic Effective-ness of Rice Growing in Krasnodar Krai

         Abstract        
      The paper analyzes the economic efficiency of rice cultivation in Krasnodar Krai as well as the area of its distribution in Russia. There was considered the quantity of the exported crop where the specific table data on imports and exports for the last three years were given. The structure of arable areas and the dynamics of rice production in Krasnodar Krai have been studied. There was indicated how much money were allocated for financing from the federal budget aimed at the development of land reclamation in Krasnodar Krai for 2017 and the results from the implementation of the program. Based on statistical data, there were revealed the regions of Russia which occupy the largest share in the cultivation of rice. Also there was conducted a study of federal target programs for land reclamation for agricultural purposes, there were presented the amount of financing and the main directions for improving the efficiency of land reclamation were identified.

    Problems and Prospects of Development of Entrepreneurship in Krasnodar Krai 

    Krasnodar Krai occupies the leading positions in the ratings of Russia’s regions by the level of entrepreneurial activity. Development of small and medium enterprises played a key role in the development of regional economy, because it affects the regional economic growth, the condition of employment and rates of scientific and technological progress. A number of the most significant problems were selected in this area on the basis of the analysis of the level of entrepreneurial activity and the nature of the problems related to the formation and development of the business sector in the region. During the research of regional institutional regulations within which entrepreneurs operate in Krasnodar Krai there was given the assessment of mechanisms governing their operation and the reasons underlying the dynamics of their change. There was found that the sector of small and medium-sized businesses in Krasnodar Krai has enough resources for key growth indicators. There were considered the prospects of development and improvement of the enterprises in Krasnodar Krai, there was analysed the program of support and development of business, the further ways of their improvement were formulated. There was made a conclusion on the importance of state support of entrepreneurship in the region to achieve the equilibrium between the different areas of business.

    The Issues of State Cadastral Valuation of Real Estate

             Abstract    
      The article gives the definition of real estate and capital construction, the necessity of their accounting and state registration in accordance with the current legislation. The authors note the changes in the Federal law “On State Cadastral Valuation”, which came into force on January 1, 2017 and gave rise to state budgetary institutions for the evaluation of real estate objects. On the example of the resort town of Anapa, the article shows the implementation of works to determine the state cadastral evaluation of capital construction. The authors state that there is a need to clarify the compliance of the type of permitted use of the capital construction project to its actual use. A comparison of the results of the state cadastral evaluation and the amount of property tax on the previous and new methods on the example of a specific capital construction project on the actual use (guest house) and specified in the documents the type of permitted use (residential house). Problems, contradictions and inaccuracies in the Methodical Instructions on Carrying Out State Cadastral Valuation are revealed: the order of the solution of a problem of discrepancy of the type of the resolved and actual use of capital construction object is not shown, there is a lack of authority in issue to the state budgetary institutions of necessary information on transactions with real estate, the order of interaction of the state budgetary institutions with other authorities for acceleration of process of performance of work and elimination of errors, there is no single software package for the state cadastral evaluation of real estate. The authors give their recommendations on improvement of the Methodical Instructions on Carrying Out State Cadastral Valuation during state cadastral valuation of capital construction objects

    Issues and Prospects of Development of Sheep Breeding in Krasnodar Krai

    The sheep breeding industry in the Russian Federation is characterised by low profitability and low production costs. The products of sheep breeding are meat, wool, milk, lambs, sheepskin. The authors identify the main problems of the development of the sheep industry: reduction in the number of sheep, a decrease in the productivity of animals, a shortage of qualified personnel and a lack of specialised processing enterprises. The article gives statistical data on the cultivation of sheep by agricultural organisations, peasant and farmer economies in Russia in recent years. A project on the development of sheep breeding in OOO Premyera of Tikhoretsky District of Krasnodar Krai was proposed. Species of sheep are classified according to specific tasks according to one of two systems: zoological or industrial. OOO Premyera plans to breed Romanov breed sheep for sale in bulk and wholesale. This breed has a number of advantages: it is suitable for a rapid increase in the number of livestock; has a thick coat which reduces maintenance costs in unheated rooms; grows rapidly; unpretentious in nutrition; puberty sets in at 4–5 months; meat, sheepskin, wool and milk of sheep Romanov breed are of high quality

    Modern NonPrice Factors of Demand of Functioning and Development of Plant-Growing Industry

         Abstract        
      In the article from the positions of modern crisis phenomena and processes account in an economy was conducted an overvalue of factors, having influence on functioning and development of agro industrial complex plant-growing industry. Factors influencing on functioning of modern agro-industrial complex plant-growing industry are as follows: natural and climatic factors rendering direct influence and determine terms for the effective production of agricultural cultures; agricultural technology factors that came from natural and climatic and having interdependent influence on each other; organizational factors that contain the considerable group of system-forming subgroups; social factors are included in the system of agricultural production by reason of its dislocation; market factors affecting every enterprise of agro-industrial complex; factors of environment that show up in the conditions of concrete territorial environment; economic factors among which the factors of financial block go to foreground. The author made a conclusion about the necessity of environment elements development stimulation of organisational and economic mechanism of plant growing development for agro-industrial complex. The complex of priority tasks was made by the author to support the plant growing industry agro-industrial complex from the side of the government taking into account the requirements of WTO

    Methodological Approaches to Cost Optimisation in an Agricultural Enterprise  

    The introduction of counter-sanctions measures to implement policies aimed at import substitution in the domestic market and the embargo played the role of a carte blanche in relation to domestic agricultural drivers. However, the instability of the financial situation of agricultural enterprises, the lack of proper material and technical base and dependence on external sources of investment have served as constraints in the implementation of their potential opportunities. The final destabilising factor was the huge income gap between different types of enterprises and the inability of small businesses to withstand the onslaught of large competitive holdings. The inability to compete with economic agents due to poor management of cash flows becomes a big problem. Based on the existing prerequisites, the primary task of agricultural enterprises is the independent formation of the budget management mechanism that contributes to the full provision of economic safety. The article considers the complex of measures on optimisation of expenses on agricultural enterprises in conditions of limited budget funds and the high level of competition. The problem of implementation of the strategy for financial support of agricultural producers, as well as organisations and individual entrepreneurs engaged in the processing of agricultural products

    Development of the Religious Food Market as a Factor of Improvement of Product Quality

             Abstract    
      The article considers the prospects of food production development, allowed for consumption by representatives of such world religions as Islam and Judaism. The main feature of the confessional products production is their compliance with the norms and dogmas of the Holy Scriptures, which involve careful monitoring of the implementation of certain conditions at each stage, starting with the use of high-quality feed composition, ending with the rules of slaughter of animals. The digital data and the list of the main manufacturing companies are provided that help to estimate the volumes of not only the world and Russian markets, but also the market of Krasnodar Krai. It is noted that the consumers of such products are not only Muslims and Jews, but also people who do not believe in God, but consider such products to be more qualitative, environmentally friendly and natural, which reflects the general fashion trend to maintain a healthy lifestyle. In the end, it is concluded that the development of the production of religious goods is a promising development trend

    Advantages and Disadvantages of Microcrediting in Modern Russia

    The causal relationship between the economic conditions of Russia and the condition of microfinancing has been revealed, considered and analyzed. The dependence of competition rates in the field of microfinancial organizations on the regional needs of the population in such methods of crediting was settled. There was carried out the analysis of target needs of the population in microcredits presented in a graphical form. In the result of analytical process there was established that the financial competence of the population directly influences the level of population’s need in microcredits that, in its turn, influences the quantity of the microfinancial organizations in this sphere. It is noted that the higher status of the organization obtained in the process of transition from a microfinancial organization to a microfinancial company, implies the compliance with the legally established requirements, standards and constant state control over the performance of companies in their duties provided a smaller number of enterprises of this kind in the market of microcrediting services.

    Development of Agricultural Business as a Factor of Food Security of Russia Under Sanctions Pressure

               Abstract  
      Food security is one of the most important conditions of stability and success of the country’s economy. The problem of its provision remains relevant now and will be relevant in future, because the food security depends on the population’s standard of living. Russia has an active policy of import substitution, but now it is not possible yet to solve the tasks set by the Government of the Russian Federation. Until now, it has not been possible to restore the number of animals, there was not created its own infrastructure for the successful development of business. A serious problem is the lack of knowledge and skills in solving organizational problems, in the use of modern methods of management of complex economic processes. Sanctions pressure from Western countries seriously complicates the situation. However, on the other hand, this situation creates opportunities for farmers providing the market demand. Maximum efforts should be made to address the problem of food self-sufficiency, special attention should be paid to the production of meat and dairy products, since it is for these products there is a significant lag behind the requirements established in the Food Security Doctrine. The solution of the tasks depends not only on the activity of managers and specialists of agricultural enterprises, but is largely determined by the level and the direction of state support

    Application of Methods of Mathematical Modelling in Livestocking Agriculture

    Development of criteria for early prediction of productive qualities of animals is one of the promising areas in the breeding work of livestock. Mathematical modelling allows more accurate study of processes, thereby reducing the amount of experiments and reducing their complexity. The paper deals with the concept of a mathematical model, types of mathematical models. The least squares method was used as the apparatus of mathematical support of the research to predict the meat qualities of bulls. It is indicated in the work that the increase in meat productivity of cattle in animal husbandry can be provided only with targeted breeding work. Analytical forms to support this process are linear and non-linear mathematical models. A step-by-step multivariate regression analysis was carried out, which resulted in linear and hyperbolic models to determine the mass of the carcass depending on the girth of the chest behind the shoulder blades, half-girth of the back and oblique length of the trunk. Three measurements of articles were experimentally revealed, which significantly affect the mass of the carcass, on the basis of which a complete hyperbolic model was built to predict the mass of the carcass. Application of modern methods of mathematical modelling opens wide opportunities for an assessment and forecasting of level of productivity of all animal husbandry in general.

    Types of Investment Risks, Their Minimisation and Its Impact on the Resulting Investment Income
               Absract  
      The article examines the current state of the economies of the world and, in particular, the economy of the Russian Federation. One of the main ways of accumulating capital by the working population is investing. The main emphasis is also placed on the fact that investment income is more exposed to investment risks during unstable economic situation in the regions of Russia and the country as a whole. The article presents the classification of investment risks according to main types in different time periods investing and under different investment conditions. The process of return on investment and the level of risk accepted by the investor, calculated through the Sharpe ratio, presented in the form of a graphical interpretation and in the form of a formula, are analysed. As a result of the analysis, it is concluded that at risk any level, the investor needs to make an informed and reasonable decision on the implementation of capital investments at his own risk, while taking into account all possible factors and conditions of the investment process and the investment market.

    Use of Methods of Economic Protection as a Way to Reduce the Financial Risks of Organisation of the Agro-Industrial Complex

    The article presents a modern classification of financial risks of the following types: inflation risk, interest rate risk, currency risk, deposit risk, credit risk, tax risk, innovative financial risk, conducive to crime risk, insolvency risk, risk of financial stability decrease and other types of risks. Their conditionality and dependence on market conditions have been also described. There was studied the analysis of the above mentioned financial risks and the degree of their impact on the organisation of financial activities in the agro-industrial complex. The article gives an example of using the risk curve to predict the instability of the market conditions of agro-industrial complex as an example of one of the methods of long-term planning. There were considered the following methods of economic protection: diversification, insurance, hedging, risk avoidance, limitation of risk concentration, creation of special reserve funds. The basic principles of implementation of each method in the policy of reducing financial risks were described. A detailed assessment of the effectiveness of each individual method in relation to certain types of risks of the organisation realising financial activities was carried out. There was noted the impossibility of complete elimination of risks but only their partial reduction due to the identification of factor dependencies between individual risk groups

    Investments as a Development Factor of the Social Infrastructure of an Agricultural Enterprise

               Abstract  
      The current state of the Russian agro-industrial complex can hardly be referred to as a stable and fast developing one. However, despite the active measures taken by the government in support of this industry, the factors that have financial, technological and social nature should not be neglected. So, to ensure the effective operation of the agroindustrial complex it is necessary to provide workers of these organisations and enterprises with the necessary working conditions and ensure their normal livelihoods. In other words, to organise social infrastructure, the main task of which is the improvement of the working conditions and, consequently, labour productivity increase. On the basis of the Tbilisskiy maslosyrzavod company the business project for starting a canteen on the territory of the company is analysed aimed at improving the social environment in the society, and for this the key performance indicators of the investment project are used, such as: net present value, profitability index, discounted payback period of the investment project and internal return rate.

    The Issue of the Quality of Milk and Dairy Products in the Russian Market and Possible Solutions

    The relevance of the topic is in the need to provide population with quality dairy products and milk in all regions of the country. The aim of the study is to identify the considered problems in the dairy market and ways to solve them. Milk and dairy products play a huge role in the diet of citizens. They are extremely necessary for each person to have balanced diet. Since the share of milk and dairy products (in different regions) of the total diet is 20–30% of the food basket the population should know what products are best to buy and through what criteria to assess the quality. Today even the consumption of these 20–30% is reduced due to the population income decrease. Every family tries to reduce its costs, thus, either buys cheap products or expensive, but in small quantities.

    Food Security and Its Ensuring in Russia

             Abstract    
      The features of food security of Russia are considered. The main tasks of ensuring food security were considered irrespective of changes in external and internal conditions. The dynamics of agricultural production has been studied. The main goal of the food security of the Russian Federation is reliable provision of the country’s population with safe and high-quality agricultural and fishery products, raw materials and food.Rationally ensuring food security depends entirely on the sustainable development of the Agrarian and Industrial complex. In the course of the study the directions of the new state agrarian policy were determined. Measures have also been identified that are expedient for practical application. In addition, some agricultural support programs have been described. It is established that the problem of food security is inextricably linked with the problem of food independence and requires legal, economic and organizational measures to be implemented.Self-sufficiency analysis in some types of agricultural products for several years in the Russian Federation has been conducted. The article is of a research nature, which is expressed in the fact that it proposes priority areas for improving the efficiency of agricultural production in the country.The result of the implementation of the presented in the article measures is the provision of food and social security in Russia and partly at the international level, since Russia is one of the leading exporting countries of some agricultural products.

    Investment Attracti-veness of the Agro-Industrial Complex of Krasnodar Krai 

    The article covers a wide range of issues related to the problems of investing financial resources in the development of the agro-industrial complex of the Russian Federation. It is determined that the importance of the agrarian sphere of the economy is determined by many factors, primarily the need to provide Russians with high-quality and diverse food products of domestic production, the contribution of the industry to the national wealth of the country. Krasnodar region, as the region most attractive from the investment point of view, first of all needs activation of financing of agrarian business. The paper presents the factors of the investment attractiveness of Krasnodar Krai ensuring its investment attractiveness. The article presents the main directions of financing the development of the agro-industrial complex, the distribution of financial sources between budgets of all levels for the immediate period. An increasing dynamics of the volume of allocated resources, a significant share of resources allocated by the federal budget is noted. However, despite the relatively high return on investment of funds in the development of agriculture, in practice there are real problems that are primarily related to the mechanism for allocating financial resources. Based on the analysis of identified problems, a number of measures have been proposed that allow to optimise the process of distribution of limited financial resources and make it more targeted and efficient

    Analysis of the Current State of the Wine Industry of Krasnodar Krai, Its Problems and Solutions

         Abstract        
      The article examines the current state of the wine industry of Krasnodar Krai, the problems that arise in the development of the industry and enhance its efficiency. Brief overview of the grape industry state, analysis of the dynamics of table wine, champagne and sparkling wines and fruit wines production is presented. The decline in wine production in Russia to the record minimum level of the last decade is noted as the main negative factor. Krasnodar Krai is the largest producer of natural wines in Russia due to the natural and climatic conditions and the established historical traditions of production. Today the region ranks first in the country for the production of natural wine — 14.3 million decaliters and the second for the production of champagne — 3.5 million decaliters. To reduce the dependence of domestic grapes producers from imported seedlings in the Temryuk District on the basis of JSC Agrarian firm Yuzhnaya, the largest high-tech nursery of grape seedlings was opened in Russia. A SWOT analysis was done to assess the development level of the wine industry, reveal new opportunities and identify possible threats. On the basis of this analysis, measures were suggested that could contribute to the quality products production increase and largely solve the problem of import dependence, increase the level of satisfied demand in the domestic market and the presence of domestic wines on the world market

    Threats to Russia’s Food Security in Tightening Sanctions 

    The acute changes in the world agriculture, the critical strengthening of the food problem at the international level, the transformation and instability of geopolitical relations increase the attention to the national food security of the country. Each state needs to define parameters and criteria for food security, threats and risks that can reduce it. This will allow to use dynamically and rationally the potential excluding the destruction of the agro-industrial complex and to increase the level of providing quality products to citizens. The article highlights the main threats to the food security of the Russian Federation: the reduction of production of the main groups of food and agricultural products; the fall in real incomes, including in the agricultural sector; imbalance and lack of efficiency of state support for the agro-industrial complex; high level of import dependence of agricultural production, combined with the aggravation of sanctions contradictions. The importance of multi-faceted and multi-level support for the agricultural sector by the state both for the purpose of saturation of the domestic market and for the diversification of national exports is emphasized. The specificity of the introduction of the food embargo and compliance with its rules by the member states of the Eurasian Economic Union from the perspective of increasing the level of food security of the Russian Federation.

    Prevention and Identification of Corporate Fraud in the Companies at the Regional Level

             Abstract    
      The problems of identification of corporate fraud in regions are investigated, features of corporate fraud in the Russian companies are considered. This research is aimed at the development of analytical tools for identification and prevention of corporate fraud in the companies at the level of regions. The illegal act which is carried out deliberately for obtaining personal benefit represents corporate fraud. The article defines that one of the individuals of corporate fraud in Russian companies is the role of management. This type of fraud it is rather difficult to identify and find necessary proofs in what its main problematics lies. The factors increasing risk of collective swindles are analysed including the main kinds of corporate fraud which actions are illegal. The main ways of prevention and identification of corporate fraud offered to use at the level of the region are: introduction to the companies of the region of the maximum available transparency of activities; competent ethics of the companies of the region; creation of corporate culture (transparent and conscientious which is one of the main ways of prevention and identification of corporate fraud at the level of the region). This will allow with the maximum share of probability to reduce the number of illegal transactions in regions

    Agriculture Crediting of Krasnodar Krai: Characteristics, Problems, and Development Trends  

    Due to its specific features, such as seasonality, long circulation of working capital, dependence on natural, and climatic conditions, agriculture of Krasnodar Krai and other agricultural regions of the country is particularly in need of lending. The article gives the estimation to modern operating mechanisms of crediting of agricultural producers. Each individual loan has a specific purpose and is developed on an individual basis, taking into account all the needs of the borrower. It is one of the most important categories of economic science and is a form of loan capital movement in which free cash is concentrated. On the basis of the state program of development of agriculture and regulation of markets of agricultural products, raw materials and food the article considers the current state of lending in terms of its implementation. Based on the data set out in the article, agricultural lending acts as one of the most important specific areas, the economic essence of which is to ensure the accumulation of temporarily free funds of producers, the population and the state and their redistribution in accordance with unlimited needs in the formation of funds at various stages and stages of production, distribution, exchange and consumption of products

The formation and development of BRICS takes place during complex geopolitical and economic international phenomena that involve all countries of the world, which necessitates of this topic research and its relevance. Free economic zones and free economic roads, primarily, are aimed at stabilisation of economic processes in the participating countries and partner countries of the research organization. In addition, the author takes into account the ratio of countries in the organisation and the degree of their influence on global processes, and she research the bank established by BRICS located in China and the project named Belt and Road, or One Belt, One Road developed by the same country. Such programs can strengthen China’s positions not only in the entire Asian region, but also develop them throughout its interaction area, as well as the positions of other countries that are part of the BRICS.

    Estimation of Efficiency of a Corn Cob Sorting Machine 

    Preconditions of domestic technics creation for corn seeds are considered; comparable indicators for the purchase of imported seeds and manufacture of the domestic ones are estimated; differences of calculations of economic efficiency indicators for the machines intended to serial production and for machines, carrying out separate operations in technological processes are given; conditions are given on the basis of which calculations are executed; the indicators of the economic efficiency for estimation of the developed installation for separation of seed corn ears of are listed; quantity indicators of a comparative estimation of the developed installation are given; the complex estimation of installation for ears sorting is executed in comparison with a base variant of ears cleaner completion according to nine indicators of which two it are accepted as straight lines and seven as the return ones; values of investigated factors are translated from real measurement units to coefficient levels of preference and in the generalised indicators of preference function.

    Economic Efficiency of Goose Breeding in Agricultural Organisa-tions of Krasnodar Krai

             Abstract    
      That scientific article contains the analysis of Russian meat industry and its prospects, including a medium-term forecast for increasing the production and consumption of non-traditional poultry such as geese, ducks and turkeys. The factors that determine the economic efficiency of meat and goose down production within agricultural producers are systematised and classified. These factors are the breed composition determining the level of poultry productivity and product quality, the natural and climatic conditions of the farm area and the composition of the feed rations balanced for all nutritional elements. The economic advantages of growing and fattening geese are unpretentiousness to the conditions of keeping, allowing the investor to save significantly on the initial capital investments in the construction of the farm; high meat productivity; the possibility of widespread use of pastures for poultry feeding, which ensure low cost of living weight gain and high potential for growth in the market segment. Organisation economic efficiency of geese production and growth within agricultural producers of Krasnodar Krai is proved

    Analysis of the Effect of Productivity on the Cost of Production of Winter Wheat

    Nowadays the modern economic science changed a course from economic growth on the concept of sustainable development. The new tasks are set for agricultural producers demanding to ensure food security of Russia. It finds its reflection in state programs of development of agricultural industry in the next decades. In the last time, mathematical models for assessment of economic efficiency of use of various resources participating in production are used more often. These models use such main approaches as deterministic, based on a method of a cover of data and on ideology of mathematical programming, and stochastic, based on use of production function. The authors study the influence of one of factors which is already selected on degree of its importance on the productive sign. The authors carry out an analysis of the results of 20 agricultural enterprises of the northern zone of Krasnodar Krai for the purpose of identification of influence of productivity on cost of production of winter wheat grain. In order to do so, the authors used the method of the correlation and regression analysis which allows to estimate communications between processes and the phenomena. The research was conducted with use of linear function which gives the chance more accurately to interpret the received results

    National ICT Infrastructure Formation

         Abstract        
      In the conditions of world globalisation processes, creation of national information infrastructure is one of the top priorities because of its influence on all the spheres of the life of the society. Correspondence of elements of the national information infrastructure to the world standards will make the national economy more attractive, and products and services are competitive on the world market. As a guideline for the development of the national information infrastructure, it is proposed to use the indicators of statistical bases of the leading international organisations, reflecting the real level of development of countries in this segment, in particular the International Telecommunication Union. A comparative analysis of the above indicators will determine the most dynamically developing countries in this direction and, consequently, the current trends in the development of this sector of the economy based on the experience of the leading countries in the level of development of the ICT sector. On the example of the Republic of Belarus, as one of the most dynamically developing CIS countries in this direction, a list of key activities for the development of the national ICT infrastructure examined, including: the formation of national ICT development programs, the improvement of the institutional and regulatory framework, the improvement of the existing ICT infrastructure, promoting the introduction of products and services of the ICT sector in various sectors of the economy

    Fraud in the Field of Management of Innovative Projects of the Agro-Industrial Complex  

    The article deals with a wide range of issues about the main types of fraud in the field of management of innovative projects of the agro-industrial complex. It is established that the importance of control and counteraction to fraudulent actions cannot be overestimated because of their contradiction first of all to the legislation of the Russian Federation. The article defines the possible and most likely consequences of fraud for the organisation, the risks that arise in this case for the project and the company as a whole, their importance and the impact on the management of an innovative project. The authors give a general assessment of the level of influence of the negative consequences of fraud on the process of implementation of the innovation project and the organisation itself, directly implementing the project in the conditions of functioning of the agro-industrial complex. The main ways of revealing unfair actions in relation to the innovative project of the agro-industrial complex, normative acts regulating the mentioned problems are presented. A system of preventive measures for each type of fraud has been developed and proposed for implementation in order to avoid losses in the process of development and implementation of the project. The provisions of this article prove that it is much more profitable to carry out actions to ensure the safety of the project, which may slightly increase the cost of its implementation than to face more significant losses from illegal actions of contractors or employees.

             Abstract    
      The article deals with the transformation of social management taking place in the conditions of the development of information society, analyses the existing materials of reconstruction of social administration on the principles of management, the main professional feature of which is a management of information, its collection and analysis. There were identified the sources of socialisation which can settle the boundary limits of vital functions for members of information society. There was substantiated the tendency of transition to a public inclusive management oriented to the fundamental mechanism of social determinism obliged, in its turn, to the statistical nature of public life system and based on processes of the free exchange of information.     Agriculture in Russia: State and Problems of Development

    The article deals with the status of agriculture in Russia in modern conditions and the results of the analysis of the dynamics of the major indicators of its development, the fundamental problems of agricultural production and the basic approaches to the solution of data problems. The article shows that after a significant crisis of the early 90s of the 20?ℎ century and the long process of transformation, the Russian agrarian sector largely rebounded and it is important and very promising integral part of the Russian economy, seeking not only to achieve a high level of self-sufficiency of main agricultural products, but also acquires the considerable weight in the international trade of agricultural products and foodstuffs. The present research confirms the considerable potential of the agricultural sector in Russia, the possibility and necessity of accelerated development of the agroindustrial complex of Russia and, in particular, agriculture, as agrarian industry provides the strategic security of the State, which directly affects the level of well-being of the population

    Resilience of Agricultural Enterprises, Analysis of the Importance of Its Factors and Integration Processes (According to the Data of Northwest of Russia)

               Abstract  
      Agricultural enterprises around the world are often subject to many external shocks and crises — natural, climatic, economic and social. Thus, the resilience of enterprises to such shocks and their resilience are crucial to food security. This study examines the question of the resilience of agricultural enterprises in the North-West of Russia in relation to economic shocks. Its main objective is to analyse the organizational and financial factors that help agricultural enterprises cope with the effects of external economic shocks, such as the 2008 economic crisis. Using accounting data of 750–1200 agricultural enterprises for the 12-year period (2001–2012), we investigate the impact of certain factors on the recovery of growth, primarily in the form of recovery of post-crisis sales. Empirical results indicate that the size of the enterprise, its profitability significantly and positively affect the resilience of the enterprises economy. Territorial affiliation and organizational and legal forms also affect it. Integration processes, in particular, integration into an agroholding accelerate the resilience of production and reduces the impact of the economic shock. Some directions of enterprises resilience increase are proposed. t

    Cross-Border Entrepreneurship: Evidence from Czech and Estonian Start-Ups

    The paper tries to investigate the relationship between online networking and face-to-face knowledge sharing in order to prepare the future students to endeavor cross-border entrepreneurship. Knowledge transfer is needed for revealing cross-border entrepreneurship opportunities that are influenced by diversity of cultures and habits, sources of knowledge and business co-operation opts. Majority of the growth-oriented start-ups are created by cross-border teams and crowdfund their innovation in cross-border collaborations with business angels. Paper’s model is based on the facts that globalization leads to higher internationalization of entrepreneurs and active cross-border search of business opportunities. In the paper are employed action research methods in order to reflect contributions and challenges of educational practices that represent different ways of knowledge transfer meant as online networking and learning with face-to-face knowledge sharing. For the purpose of the paper, there are more than 300 questionnaires, which have been filled out by master students from Estonian Business School and University of Finance and Administration in Prague in the period of 2016-2017. Action research results indicated that less structured approaches to online project team formation allow students to understand self-regulative features of social networking and related needs to align their priorities with other networkers and cross-border entrepreneurship project stakeholders such as busy entrepreneurs that are less active online. More supervised and structured approaches however gave to students regular feedback from other online team members and mentors in order to understand their strengths and weaknesses in crossborder networking and teamwork. Implications of our research for educational policies in the field of entrepreneurship is that integration opportunities between cross-border online social networking and business networking processes have to be used more actively by educational institutions when combining face to face and online learning. Value of the paper is in specifying, how pre-knowledge and earlier experience, attitudes and future aspirations of students should be taken into consideration, when applying self-organization or pre-determined rules of international team formation for cross-border entrepreneurial learning.

    Problems of Small Business Development in Russia

               Absract  
      The problem of small business development at the present stage of economic development in Russia is investigated in the article. There are internal and external reasons that make it difficult for small businesses to operate. Attention is focused on the need to support small business entities. It is noted that an insignificant level of development of small business is due to the disinterest in the economic growth of the organisations. A functioning practice demonstrates that the funds that are received to create a business structure are not always applied effectively. This can happen either because of the lack of economic knowledge, or entrepreneurial abilities among the organisation members. According to the authors, one of the important stages in stimulating the development of small business, especially small business in the production sector, is to provide tax holidays for small businesses, at least for a short term. For an effective such system, it is necessary to analyse the achievements. This makes it possible to conduct inspections of fines, as well as the unfair use of measures should be punished with fines.

    Economic Efficiency of Growing Aloe in the Republic of Armenia

    The problem of considering the possibilities of growing aloe in the conditions of the Republic of Armenia and it’s economic efficiency is posed in the article. Aloe is an unconventional plant for Armenia, but the cultivation of exactly non-traditional plants is actively supported by the government. Growing aloe requires a stable regime of irrigation, fertilizer, air temperature and other parameters that can be provided only in greenhouse conditions. In the text the main advantages of aloe from the point of view of its use in different branches of medicine are shown, as well as in the food industry. To consider the economical efficiency of growing aloe, an example is given of a greenhouse with an area of 1000 square meters. The example presents the preliminary costs for the preparation of greenhouses and the main costs for growing aloe. The main costs, which include irrigation, fertilizer, lighting, gas costs, depreciation, salary costs, are calculated on the basic indicators of the technology of growing aloe, that are given in the article. The yearly profitability indicators are given for five years, as well as the amount of profit from the sale of one kilogram of aloe leaves. The calculation of these indicators is based on scientific research of the yearly yield of aloe leaves and on the calculation of total costs. In Armenia, there are several ways to sell aloe leaves: medical industry, food industry, export

    Modern Organisational and Economic Approaches to the Development of Rice Growing

               Abstract  
      In modern conditions, the main instrument for regulating the rice production and its market is the improvement of the organisational and economic mechanism, one of the levers of which can be the rational use of state support. It is noted that one of the main effective tools for supporting the income of agricultural producers can be the use of a system of guaranteed minimum prices for products sold by them at previously announced minimum prices, which amount to 85% of the level of the actual market price for the previous period, and the use of the lending mechanism. The author comes to the conclusion that in order to increase the profitability of agricultural producers and the competitiveness of Russian grain on the world market, increasing the export potential, it is advisable to change the mechanism of procurement interventions by introducing guaranteed minimum prices.

    Economic Security of Holding-Type Companies

    In this article, the economic security of a holding type organisations is considered. It is concluded that, in order to prevent external and internal threats, destabilising factors, under which stable implementation of the main commercial interests and goals of the statutory activities of holding companies is ensured, an analysis of their economic security should be conducted. In the opinion of the authors, an integrated assessment of economic security, taking into account risks and threats at all levels, will allow to identify those security objects for which a mechanism and instruments for improving economic security are needed. To prevent the threat of the onset of destabilising factors, a security service should exist in holding companies. For economic and tax expediency it can be identified in an independent subsidiary. It can have several separate units that fully perform the functions of economic intelligence, counterintelligence, information protection, monitoring, forecasting, modelling of the economic state, develop strategies, and propose optimisations for management
